This is not a check

I only have one question for at&t: Why did you try so hard to make this look like a check if you were just going to write "this is not a check" all over it?
The accompanying letter tried to sell me on phone service for "less than $38 a month... (excluding taxes, fees, and other charges)". Hmm, a $25 not-check does make it awfully tempting to switch from Vonage and double what I'm paying each month, but no thanks at&t.
